Job Summary
The Tendering Expert will be responsible for identifying, analyzing, preparing, and submitting tenders, RFPs, EOIs, DPRs, and project proposals related to Skill Development, CSR, Healthcare, Education, Livelihood, Infrastructure, and Government schemes. The candidate should possess strong knowledge of government procurement procedures, bid documentation, compliance requirements, costing, and online tender portals.
The role requires excellent drafting skills, coordination abilities, analytical thinking, and experience in handling complete tender lifecycle management from tender identification to final submission and post-award documentation.
Key Roles & Responsibilities
Tender Identification & Analysis
Monitor various Government and PSU tender portals regularly.
Identify relevant tenders, EOIs, RFPs, RFQs, and CSR opportunities.
Analyze tender eligibility criteria, technical specifications, and financial requirements.
Evaluate feasibility and suitability of tender participation.
Tender Documentation
Prepare complete tender documents as per bid requirements.
Draft technical proposals, financial proposals, compliance sheets, and supporting documents.
Prepare detailed DPRs (Detailed Project Reports), project proposals, presentations, and concept notes.
Ensure all required annexures, declarations, affidavits, and certifications are properly attached.
Portal Management
Handle online bid submissions through portals such as:
GEM Portal
CPP Portal
State e-Tender Portals
PSU Procurement Portals
Upload documents and ensure error-free online submission before deadlines.
Manage DSC (Digital Signature Certificate) usage and portal registrations.
Coordination & Communication
Coordinate with management, finance teams, training departments, and external partners for required documents.
Communicate with government departments and tender authorities regarding clarifications and corrigendum's.
Maintain strong vendor and institutional relationships.
Financial & Compliance Management
Prepare costing and budgeting for project proposals.
Ensure compliance with procurement guidelines and tender conditions.
Track EMDs, tender fees, performance guarantees, and contract obligations.
Maintain records of submitted and awarded tenders.
Post-Award Responsibilities
Assist in agreement execution and documentation after award.
Coordinate for project implementation readiness.
Maintain project files and reporting systems.
Required Qualifications
Bachelor’s Degree in Management, Commerce, Engineering, Finance, Law, or related field.
Additional certification in Procurement, Tendering, or Project Management will be preferred.
Required Experience
Minimum 2–5 years of experience in Tendering, Procurement, Bid Management, or Proposal Writing.
Experience in Government, PSU, CSR, NSDC, Skill Development, Healthcare, or Education sector preferred.
Prior experience in handling GEM and e-tender portals is highly desirable.
